Scenario 1) Lost or Stolen Passport which has Valid US Visa ; How to get it stamped ?
Scenario 2) Lost or Stolen Passport with Old Expired Visa and got new passport & have valid I-797, How to get my Visa renewal stamping at Mexico or Canada ?

Pre-requisites : Must have Police report filed about passport loss / stolen.

Sharing update from one guy who attended Visa Interview in Matamoros, Mexico 

Scenario 2 : 
He Lost passport with US Visa (Expired); Got new passport & Need for stamping in new passport based on valid I-797A ?

He attended visa interview on June 18th 2019 in Matamoros, Mexico got stamping completed on new passport without any issues.

Information from that guy :
I lost my Indian passport and US visa in it last summer 2019.
I do have my new passport and i-797A until next Jan 2020.

I have all necessary documents and a police report from last summer 2019 indicating my passport is lost.

I took these documents along with other stamping related documents. + Copy of (Lost Passport + Visa Stamp )
Original Police Report filed for lost passport & Copy of that report.

Visa officer kept the copy of the police report along with him for his reference.
